How do I write a thesis that is actually arguable?

Test it by stating the opposite as a serious position. If no informed person could hold the reverse, you have written a topic sentence, not a thesis. The reliable shape carries three parts — qualifier, claim, reason: "Although X, Y should Z because W." The qualifier ("in most cases", "for first-year cohorts", "in publicly funded systems") is not hedging for its own sake; it narrows the ground you must defend to ground you can hold. The "because W" matters just as much, since it commits the body to one line of argument and stops the essay drifting into a set of loosely related observations.

How much of the essay should answer counterarguments?

Enough that the strongest objection appears in its best form. State the opposing case as its own advocate would, then do one of three things: concede a limited point and show it does not reach your conclusion, dispute the grounds, or dispute the warrant. Every load-bearing claim needs a source, because an essay carried on assertion invites the reply that it is opinion. Referencing follows whatever your department sets — APA 7th edition, MLA 9th edition, Chicago notes-bibliography, or one of the many Harvard variants, which have no single governing authority and therefore differ between institutions. A persuasive essay leans on contested secondary material more than most coursework, so the split between an author-date system and a notes system shows on nearly every page — the styles compared.
